Protected Area Permit
Permit guidance & assistance
Approval of a Protected Area Permit rests with the Government of India, not with the monastery.
Who needs a Protected Area Permit?
Foreign nationals travelling to the Tibetan settlement in Odisha may require a Protected Area Permit (PAP) in addition to an Indian visa. Indian citizens do not need a PAP.
What documents are needed?
A valid passport and Indian visa, passport photographs, and details of your planned stay. Group applications also need a traveller list.
How long does it take?
Processing times vary and are set by the government. Apply well ahead of travel, especially around the consecration window.
Group vs individual permits
Permits can be applied for individually, as a family, or as a pilgrimage group. Groups travelling together are usually best handled as a single coordinated application.
Apply through the official Government of India route. This guidance is reviewed against current regulations before publication and on a set cycle.
